You can add as many animation frames as you want easily using the Onion Skin function. The function highlights previous and following frames.
There are many options to expiry with Clip Studio too. Notably, you can export your entire animation as an image sequence.
Verdict
Both platforms are great for animating. However, Procreate makes animation easier with Animation Assist. Clip Studio requires that you draw frames between keyframes which may take time.
